Why are we exploring this proposed program now?

    The Town currently contracts with Boston Carting (curbside collection) and Wheelabrator (trash disposal) to provide for the curbside trash service that residents are accustomed to. Both contracts will terminate on June 30, 2027. Based on current market conditions, the cost for both services is likely to increase significantly. PAYT programs have consistently reduced trash volumes by 25-45%, which would lessen the impact this cost increase will have on the Town’s budget and residential taxes. 

    Is there an option available to open/re-open a Transfer Station for drop-offs?

    At this time, there is no plan to re-open the transfer station that was closed in 2019.

    What are the duties of WasteZero as part of the PAYT Program?

    WasteZero will provide the made in USA recycled plastic bags as well as the monitoring services that are necessary to ensure compliance with the program. 

    What are the bags made of and are they a sustainable option?

    The bags are manufactured in the USA using recycled materials.

    Are there other options instead of bags?

    At this time, the only PAYT option the Town is exploring is the use of bags. Other Towns have used stickers and/or smaller barrels (e.g. 35-gallons), but those options were not considered based on feedback from MassDEP and the Town’s current supply of relatively new 96-gallon barrels. 

    What drives the reduction in waste?

    The reduction in waste is driven by a change in resident behavior, which may include reduction in waste generated, reuse of materials, and increased recycling. 

    What happens after the Town’s disposal contract ends?

    The Town will issue bids for both the collection and disposal services. 

    Why do we need to use bags if we already have Town-issued carts?

    The color-coded imprinted bags help the Town’s vendor ensure that residents are paying for the volume of trash that they are disposing of. Because the bags are available in two sizes (15 and 33 gallons), residents should be able to find a size that is convenient for their situation. 

    Will this proposed PAYT program create new staff positions in Town?

    No. This program will be managed by existing staff with support from outside vendors.
